I want my daughter to her songs about little girls so that she can feel empowered, confident, and strong. Can anyone name some songs for me that relate to little girls and not grown women?

I commend you for wanting to teach your young daughter to seek empowerment and to assist her in doing so.
In complete honesty, I find this to be a very difficult task to begin with, given the narrow availability of such material. Also, rather than directing her listening and teaching her to seek empowerment through the creations of others, I would encourage her to develop her own empowerment through critical thinking about what she’s listening to and viewing. Have discussions with her about it. Ask her what she thinks. She will grow so much more from knowing that her opinions matter and that she is valued for them than from listening to empowering things others have to say. Encourage her to develop her own creativity.
I’ve always found it easier to empower myself and grow through my connections with people than what I’m exposed to. I’m sure that as her mother, you are much better able to give her this by being an empowered, confident and strong role-model for her to look up to.
Best of luck to you.

If you’re into country at all listen to Martina McBride. Mainly “This One’s for the Girls” and “She’s a Butterfly”.

Well, depends on the girl’s age. I thought Dora the Explorer was a good cartoon role model for my preschooler, and there are CDs of Dora songs.
